Community Budget Forum Tonight at Winfrey Point The City's FY10 budget is still being developed and will be presented to Council for approval on Aug. 10. 			Let there be environmentally discreet light Last week, the Park Board unanimously approved a master lighting plan for White Rock Lake. My thanks to the 17-member White Rock Lake Lighting Master Plan Task Force which I appointed a year ago to look at the issue. Implementation of the plan could take several years, depending on funding, but here's the plan.
			White Rock Spillway improvements on track The White Rock Spillway project is on schedule to be completed by April, 2010. As runners and cyclists know, the trail has been rerouted since October to allow construction equipment adequate room to maneuver safely (and will stay that way until near end of construction). 			It may be hot this summer... ...so keep it cool in District 9 with Dallas Children's Theater's "The Neverending Story" through July 17; the Summer Solstice Celebration on June 27 and Festival of Independent Theatres from July 17-Aug. 8, both at the Bath House Cultural Center; and Cool Thursday Concerts at Dallas Arboretum through July 30.
			Celebrate the Fourth at Fair Park There nothing quite like a good old-fashioned July 4th celebration with awesome fireworks, patriotic music, good food, and great fun for the whole family. With so many places cutting back fireworks displays due to the economy, it's exciting to know that Fair Park Fourth plans to knock our socks off. Let freedom ring!
